NATIONAL LEGISLATIVE COMMITTEE SECOND QUARTER MEETING APRIL 25-26, 2000 ANCHORAGE, ALASKA Old Business: 1. VFR Tower List-Serve (NLC 1st quarter meeting), Rich Ulmes reported that he is sending updates and contracting out issues via e-mail to the 13 identified ATCT towers in the Great Lakes Region. 2. NATCA In Washington 2000 Update from Randy Weiland (NLC 2000 1st quarter meeting), Randy reported the first meeting of the NIW 2000 committee is scheduled for mid May in Washington, DC. 3. Campaign Volunteer Workshop update from Dave Caldwell (NLC 2000 1st quarter meeting), Dave reported he was still working on securing a location, no planned dates as of now. 4. Fourth quarter meeting location and date (NLC 2000 1st quarter meeting), Several locations were discussed with the committee deciding on Miami as a primary location with Fort Lauderdale as a back up in case a hotel wasn’t available in Miami. The date will be late November, 2000. 5. Contract Tower Program Briefing Guide status (NLC 2000 1st quarter meeting), 6. Status of the 2000 voter guide (NLC 1st quarter meeting and NLC 1998 4th quarter meeting), a. “Christine will gather information for the guide and present it to the NLC at the 2nd quarter meeting in Anchorage.” 7.
Facility Rep Training Update from John Fitzgerald (NLC 2000 1st
quarter meeting), John reported he was still the progress of writing the
program for use at Facility Rep Training. 8.
PAC Raffle Update from Dave Caldwell (NLC 1st quarter
meeting) a. PAC Table Schedule, Dave gave out assignments for manning the PAC Table. b. Thank you Letters, Dave said he would catalog all donations so thank you letters can be sent. 9. PAC Drive Update from Ken Montoya, Ken gave update on PAC drive, he did not have numbers available with him. 10. Voter Registration a. “NLC Members will develop and spearhead voter registration drives in their respective regions” 11.

Disconnect between the NLC and the National Office, Ken agreed to
send copies of Grassroots Letters for Congressman to Alan and the NLC for input
prior to publishing. We discussed
how the National Office and the NLC need to work together and share information. 13.
Use of activist resources at the National Office (NLC1999 3rd
quarter), There are controllers in the Washington DC area that could be used
to attend fund raising events. 14.
NATCA’s inability to be proactive on legislative issues (NLC 1999 3rd
quarter meeting), 15.
Legislative Bill Tracking (NLC 1998 4th quarter meeting) 16. Mandatory weekly legislative updates. (Bernie Campau meeting with the NEB 9/15/99 and the 11/1/99 NLC meeting, The NEB directed the National Legislative Department to provide the NLC with weekly updates on legislative issues. The updates we have received so far have been sporadic at best. Ken has agreed to give weekly updates each Friday of the month. The meeting adjourned.
